Wow, Neil Young much?
Ray has released some outstanding songs. But this particular song, well, Ray's voice is wonderful but the melody and setup otherwise is ho hum. That it's even getting air time here is probably out of respect for Ray.. which I personally think is not a good reason. Had it been released by some unknown song writer it wouldn't have gotten air time anywhere.
If Neil Young sounded like this I'd listen to him.

Don’t know why William selected this tune, not like him to play something so close to another artist Niel Young . Maybe Niel will get into it with Ray
Hope this is an homage to Neil Young and not just a blatant rip-off.  Man, could've sworn it was Neil 
Love the lyric “California you run so far away.”  California today is nothing like it was in the 60’s & 70’s.   Sad.
