I was suspicious myself as Numan in 1980 was only 22 and I'm pretty sure this kind of classical piano performance was not in his skill set at the time.  Looking around it appears it's correct that he did not perform or arrange this version.
 
I was able to figure out some information from the Wikipedia talk page of this song:
 
"Judging by this page [broken link] Dennis Haines played the tinkly-tinkly live version, and presumably also came up with the earlier piano arrangement.
