The Wikipedia entry is referencing a Serbian/Yugoslavian band from the 80's. This group appears, according to the bio blurb on the Amazon page for this album, to have been founded in 2007 and are from the NYC-PHI corridor.

No, this surely doesn't sound like the Decembrists. It is far more upbeat and melodious, less cerebral, and the singer is not affected or warbling in a strange inflection. The Decembrists, as a consequence, despite fine musicianship and unique compositions, do indeed sometimes sound like a stuck cat.

If you stare intently at the cover image for a minute, then look away, the after-image looks like an unknown planet.
