While it might seem like a funny question, the simple fact is that NO ONE has been covered MORE THAN Mr. Bob Dylan. Some here have tried to list them out - it would take a very long time to complete the entire list, and even the (somewhat smaller) list of those that "can" sing. Nonetheless, as I often say about Bob's singing, it's not always what you should hear (a "good" singing voice") when the song is about love loss, longing, etc.

Depending on who gathers the data, or how it's gathered, or how reliable the sources are, there could be different tallies of which artist was covered the most. I imagine ASCAP and BMI would have the most reliable numbers. However, most lists I've seen over the years show The Beatles as the most-covered artists. Of course it's somewhat skewed because there were three different composers.
Emmylou Harris and Kitty Wells covers are utterly fantastic. .
