There actually are lyrics for this tune.  The song (both music and lyrics) was written by Tim O'Brien and released on his album, Hard Year Blues in 1983. 
So technically I guess it's not wrong to say there were "no lyrics available" for this instrumental version since Bryan Sutton seems to have forgotten them.
